1. CM Village Industries Employment Schemes
Objective
With a view to discourage the migration of rural educated youth to the urban areas and to solve the problem of unemployment rappidley increasing the captioned scheme has been formulated to provide financial assistance to the rural individual entrepreneurs to the tune of Rs. 10.00 lacs by the Banks, under this scheme over and above rate of interest of @ 4%, which is subject to 10% will be borne as the Interest Subsidy for general candidates and for reserved categories (SC/ST,OBC,Women,ex-serviceman,PH/VH) rate of interest will be fully exempted and borned by the government of U.P. as interest subsidy. The commercial banks and Regional Rural Banks under which service area approach the villages or rural areas fall will provide bank loan as per rules. In Districts, the scheme will be implemented by Khadi & Village Industry board under direct control of District Magistrate.
2. PM’s Employment Generation Program
This scheme is started by Khadi and Village Industry Commission on 15th August, 2008. This scheme is an important scheme of self employment totally sponsored by Government of India, the implementation of which is being done by three agencies in the state viz., District Industry Centre, Khadi and Village Industry Commission and UP Khadi and Village industry Board. Government of India has nominated Khadi and Village Industry Commission (KVIC) as Nodal Agency for implementation of this scheme at national level. Government of India has decided share in the ration of 40:30:30 among the 03 agencies. According to this, the target is allocated among the three agencies.
This scheme is being implemented by UP Khadi and Village industry Board in rural area of the state. Loan for setting up project up to Rs.25 lakh is sanctioned by the bank to rural unemployed person/institutions.25% of the project cost as Margin money is made available to beneficiary of general category in the form of interest free loan from the budget of Khadi and Village Industry Commission which is converted into grant after successful running for three years. There is provision to provide35% Margin money to beneficiary of SC, ST, Other backward, Minority, Women, Ex-Military, Physically handicapped category. In addition to this, entrepreneur of general category,10% of the project cost is to be born by the entrepreneur himself and 5% by the entrepreneur of SC,ST, Other backward, Minority, Women, Ex-Military, Physically handicapped entrepreneur.
Details of scheme are as follows:
- Area of Operation-Setting up of industry is admissible in rural area only.
- Maximum project size: – Rs.25.00 lakhs.
- Eligible entrepreneurs: – Male / female entrepreneurs above 18 years of age.
- How to apply: – Online application under PMEGP scheme is permissible and any applicant can apply online by visiting the website of www.kviconline.gov.in and on this website complete guidelines and detailed information regarding the scheme is available. .
- Documents required: – Project educational qualification certificate, technical qualification certificate, caste certificate (where applicable) etc.
· Selection of beneficiaries: – is done through the district level working group constituted under the chairmanship of the District Magistrate.·
Project approval: – Project approval is given by the banks according to the technical economic feasibility.· Private Contribution: – The general category beneficiaries are required to charge 10 percent of the project cost and the reserved category beneficiaries up to 5 percent of the project cost.
3. Pandit Deendayal Village Industries Employment Scheme
To solve the rising unemployment in the rural areas, discourage the migration of rural educated unemployed youth to the cities and to provide maximum employment opportunities in the village itself and the ‘One district one product’ scheme, along with the new technologies, The implication of strengthening their financial and economic condition was given to individual entrepreneurs from rural areas of the state. Pt aimed at motivating 0 has the structure of Deen Dayal village employment plan. Under this scheme, the facility of interest subsidy will be allowed to the funded / established units under the Prime Minister Employment Generation Program, under which the three agencies in the Prime Minister Employment Generation Program Scheme sponsored by District Industries Center, Khadi and Gramodyog Commission and UP Khadi and Village Industries Board respectively. All rural units will be covered.The Pandit Deendayal Gramodyog Rozgar Yojana will be implemented in the rural areas of all the districts of Uttar Pradesh from the current financial year.
