State Finance Commission/14th Finance Commission-

The funds received under the recommendations of the State Finance Commission /14th Finance Commission, the Gram Panchayats prepare an action plan for overall and integrated development of the Gram Panchayats under the Gram Panchayat Development Scheme. Under this scheme, maintenance of hand pumps for drinking water facility, streetlight for lighting, khadanja, drain construction, repair of government buildings, renovation of wells etc. are done. The funds of the State Finance Commission/14th Finance Commission are transferred directly from the Directorate level to the account of the Gram Panchayats. In the Year 2018-19, under the Fourth State Finance Commission, funds amounting to Rs. 3557.99 lakh and 14th Finance Commission have been given to the Gram Panchayats.

Multipurpose Panchayat Bhawan / National Village Swaraj Abhiyan Nirman-

For strengthening the gram panchayats and providing various government facilities to the common man, the government has made provision for construction of panchayat buildings in the gram panchayats. There is a provision of giving Rs. 17.46 lakh per Panchayat building to the village panchayats and Rs. 400.00 million for the repair of the old panchayat building. Here is a target of one multipurpose panchayat in the Financial Years 2018-19 and 2019-20 and 4 new and 4 old panchayats under the RGSA scheme in the Year 2018-19.

Cremation of the funeral site-
For protection of the environment, provision for construction / development of funeral sites has been made in Gram Panchayats, for which an amount of Rs.24.12 lakhs is allowed per funeral site from the government.The Year 2018-19 has been completed against the target 3. And in 2019-20, the amount of first installment of 50 percent has been released for the construction of funeral sites relative to 8.

Honorable Chief Minister Panchayat Incentive Award Scheme –
Under the Chief Minister’s Panchayat Incentive Award Scheme, there is a provision to provide incentives to the Gram Panchayats who do best work. In the financial Year 2018-19, 16 Gram Panchayats have applied online under this scheme.

Namami Gange Scheme –
Out of 41 gram panchayats along the Ganga bank of 5 development blocks of the district, DPR / action plan has been prepared and approval has been obtained from the Directorate for the work of SLWM in 40 gram panchayats.

Swachh Bharat Mission (GR) –
Purpose of the scheme: –
(A) Improvement in the general living standard of rural areas by making sanitation, sanitation and open defecation free.
(B) To encourage communities and Panchayati Raj institutions to promote sustainable sanitation facilities through awareness generation and health education.
(C) To promote economical and appropriate technologies for environmentally safe and sustainable sanitation.
(D) To develop community-managed environmental hygiene system with special focus on solid and liquid waste management for sanitation in rural areas as required.
(E) The cost per unit of construction of individual toilets is Rs.12,000.00/-, with the centrality fixed at Rs.7200.00/- and the amount fixed at Rs.44800.00/-. Beneficiary’s contribution has been withdrawn, which is effective from October 02, 2014. If the beneficiary wishes, he is free to construct the toilet to a higher standard than the prescribed standard by applying his own money. Under the Swachh Bharat Mission (Rural), there is a provision for the management of personal toilets, community toilets and solid and liquid waste management.

Eligibility of beneficiaries who build personal toilets: –
(A) All families below the poverty line.
(B) The following categories of families above the poverty line –
1. Scheduled Caste and Scheduled Caste families.
2. Small and marginal farmer families.
3. Landless farmer families.
4. Physically challenged families.
5. Female dominant family.
